About Thomas Ledger
Thomas Ledger files IRS information returns for businesses, Applicable Large Employers, and the accounting firms that serve them. We handle two product lines from a single platform: 1099 filing for any business paying contractors, and ACA 1094-C / 1095-C filing for employers with 50 or more full-time-equivalent employees.
What We Do
Information-return filing is annual, deadline-driven, and unforgiving. A missed 1099 draws a ยง6721 penalty. A misfiled 1095-C draws a Letter 226J and ยง4980H penalties that compound per employee. The work has to be right and it has to be on time โ but most businesses only think about it once a year, which means they outsource it to a vendor who specializes.
Thomas Ledger is that vendor. We are not an all-purpose tax preparer, a generic e-file portal, or a horizontal practice-management platform that happens to include filing. We do information returns, end to end:
- 1099 filing โ 1099-NEC and 1099-MISC transmitted directly through the IRS IRIS (Information Returns Intake System). Bulk CSV upload, TIN matching, state filing where applicable, recipient copy delivery, and corrections.
- ACA filing โ Form 1094-C transmittal and 1095-C employee statements transmitted through the IRS AIR (Affordable Care Act Information Returns) system. Line 14 / 16 code generation, Safe Harbor logic, Aggregated ALE handling for controlled groups, and Letter 226J response support.
Both product lines live in one account. A customer who outgrows the 1099 funnel and crosses the 50-FTE ACA threshold doesn't change vendors โ they add an ACA filing to the account they already have. The year-scoped bundle (ACA Filer Pro+ includes that year's 1099 free; ACA Filer gets $150 off) makes the consolidation explicit in the pricing.
Our IRS Credentials
Anyone selling filing software should be able to tell you exactly what authorization they hold. Ours:
- IRS IRIS authorization โ Thomas Ledger is an IRS-authorized e-file provider transmitting 1099-NEC and 1099-MISC directly through IRIS. Your forms reach the IRS without an intermediary portal.
- ACA AATS acceptance for TY2025 โ IRS-accepted in the Assurance Testing System for tax year 2025 ACA filings. Our Software ID is 25A0024798. AATS acceptance is the IRS's formal sign-off that a software vendor can transmit 1094-C / 1095-C in production.
- Software Developer TCC: TB4WJ โ registered for software development of AIR submissions.
- Transmitter TCC: TB4PF โ registered for transmission of AIR returns on behalf of customers.
The two TCCs let us file under our own credentials on your behalf, or under your TCC if your organization already holds one โ useful for federal contractors and very large employers who maintain their own.

We built Thomas Ledger for the businesses and firms most affected by getting information-return filing wrong:
- Small and mid-sized businesses filing 1099-NEC and 1099-MISC for contractors, vendors, and subcontractors. The 1099 funnel is wide โ almost any business paying contractors $2,000+ a year has a filing obligation.
- Applicable Large Employers (50+ FTE) filing 1094-C and 1095-C. First-time ALEs that just crossed the threshold, multi-state employers, self-insured plans, and Aggregated ALE controlled groups.

How We're Different
Per-tax-year pricing, not per-form metering
The unit we sell is one tax year of filing. Within the year, the price is a flat band keyed to a number you already track โ EIN count for 1099, full-time employee count for ACA. No per-form metering, no monthly subscription, no per-recipient charges. You see your annual cost at signup; we verify the band once at filing and true up only if you crossed a tier.
Validated codes before transmission, not after
For ACA filings, Line 14 (offer of coverage) and Line 16 (Safe Harbor) are where most filings actually go wrong. Many platforms accept whatever codes the user enters and submit them as-is โ the IRS rejects or, worse, sends a Letter 226J six months later. Thomas Ledger runs every Line 14 / Line 16 pair against IRS validation rules before transmission and flags inconsistent combinations.
Honest scope on what ships today
Our W-9 capability ships today as W-9 PDF preparation โ not full digital e-solicitation. Our ACA product currently focuses on 1094-C / 1095-C; 1094-B / 1095-B support is on the roadmap. We name the feature in our sales materials as what it actually is, not what we might wish it were. Overselling at the sales stage creates customer-success problems three months later.
One vendor for both information-return obligations
Most filing vendors specialize in one product line. Track1099 and eFileMyForms do 1099 only. ACAwise does ACA only. TaxBandits handles both but as separate products with separate accounts. Thomas Ledger files both from the same account, and the bundle benefit makes the consolidation visible in the pricing.
